Report from the KPFK interim Program Director to the LSB – September 25, 2010

The following assumes knowledge of the two e-mails we sent out announcing the programming changes (I believe Bob included these in the iGM report).

I want to be clear with the LSB about a few things following from the programming changes – these concern (1) some confusion about the changes, (2) the status of current shows on KPFK, (3) my general assessment of programming at the station, and, finally, (4) what I feel is some very ugly and intimidating behavior I’ve had directed at myself and the KPFK management team by some programmers.

1. The primary area of confusion concerns the Spanish language programming changes.  A series of proposals was submitted by a group of Spanish language programmers to KPFK management over the past few months.  We, in management, reviewed the proposals and negotiated with these programmers as we developed a proposed new schedule for Spanish language programming.  We were prepared to implement a new schedule that was largely drawn from these negotiations when a separate group of Spanish language programmers stepped forward and not only expressed their dissatisfaction with the proposal, but noted that they had been, in effect, excluded from the negotiations. Furthermore, there were shows they knew had been submitted for consideration as pilots that were never given a hearing.  This exclusion is partly my fault as I was not vigilant enough in making sure that all interested parties were equitably involved in the on-going process.  At any rate, we (in management) felt the only fair solution was to continue with the planned expansion of Spanish language programming, but only introduce one new show at this time (a show, hosted by Gregorio Luke, that we all felt was exceptionally strong) in order to give prospective new shows that were unfairly not given a chance an opportunity to be on air before we decided which new Spanish language shows to incorporate onto the new programming grid.  Therefore I feel I owe an apology to those prospective new Spanish language programmers, who thought they were about to get new shows, but now have to wait a while longer to see whether they will be on KPFK. These include Nuestra Salud, Radio Sonica, Fuerza del Pueblo, and Estado de Emergencia.  Moving forward we plan to establish a panel of 5 to 9 people who will review all existing and proposed Spanish language programming (as outlined in one of my recent e-mails.)

2. As always, all KPFK shows are on temporarily.  No show that is currently on KPFK owns their air-time.  That having been said, I’ve eliminated very few shows during my tenure, even as I’ve made two rounds of significant programming changes.  My rationale for not removing shows permanently is two-fold.  On the one hand, I’m guessing that we will soon have a non-interim General Manager at KPFK and I think it’s in the best interest of the station and the KPFK community to be inclusive and have the large body of shows that have been on in recent years available for the new GM to review (even as I try to move aggressively to make the programming more attractive to listeners).  On the other hand, I’ve not had a means to adequately review all programs – however, with the LPAC coming into shape, this will no longer be the case, as I’m already getting some applicants to the LPAC to review shows.  The results so far are impressive, and these reviews will be made available to programmers soon.  In the absence of such reviews, it was difficult to rationalize removing shows.  This barrier to removing shows will soon fall.  An adequate review process is being born.  If I’m still the interim PD in four months time, still working under an interim GM – a few more programming changes will invariably occur, and since I’m reluctant to “remove” shows permanently I’ll either put shows on hiatus or, if the programmer is willing, move them to the web – that way the programming can continue to incorporate new voices and long-standing shows will still be part of KPFK and, as such, receive assessment from the incoming GM. 

3. My general assessment of KPFK programming remains that there is substantial room for improvement.  I also feel that the Program Director has to organize KPFK programming in a way that best serves the people of Southern California – and that means delivering programming that is no less radical, but, simply put, is more compelling than what we are delivering right now.  112,000 watts drawing in only 170,000 listeners a week in metro LA is not acceptable; even if that’s well above where we were one year ago.  I truly believe that a humanist left perspective (and a radical one!), such as outlined by most of Pacifica’s programming, should be attractive to the large body of people here in Southern California.  We should be instantaneously recognizable as the only media outlet that’s truly for the people; and, as such, indispensable to people’s lives.  In my opinion, by far the greatest deficit at the station is the lack of local programming and, in particular, local news.  We need to be building KPFK into a station that not only critiques society, and gives voices to the voiceless here in SoCal, but also puts forward positive strategies that help transform Southern California into a region where social justice is the order of the day.

4. Finally, I have received some extremely vitriolic e-mails over the past two weeks.  I am not a shrinking violet, I can certainly absorb this kind of abuse – but at a certain point the idea that people who consistently practice such aggressive expression have a place at a network called Pacifica is a cruel joke – one not lost on our detractors.  Sadly, progressive discipline does seem necessary at this point; very reluctantly, I will begin down that road.  On a more positive tip – this experience does suggest that some kind of re-commitment to conflict resolution and non-violent communication is in order.  Don’t be surprised if you hear about me suggesting on-air segments about some of the great (and radical) groups that preach and practice this here in SoCal.

Reporte de el Director Interino de Programacion de KPFK al LSB .

Lo siguiente asume que es conocido el contenido de 2 e-mails que se enviaron anunciando los cambios en la programación ( creo que Bob los ha incluido en el reporte de IGM.)

Quiero aclarar con el LSB algunas cosas en referencia a los cambios en programación, a saber:
1- La confusión acerca de dichos cambios.
2- La situación de programas actuales en KPFK.
3- Mi opinión general acerca de la programación en la estación.
4- Finalmente, lo que considero negativos e intimidantes comportamientos dirigidos hacia mí, asi como hacia el equipo de la Gerencia de KPFK , de parte de algunos Programadores.

1. La principal confusión concierne a los cambios en programas en Español.

Una serie de propuestas fueron enviadas por un grupo de Programadores en Español hacía la Gerencia de KPFK durante los meses pasados. Nosotros, en la Gerencia revísamos propuestas y negociamos con los programadores el desarrollo de una nueva barra de programación en Español. Mientras se preparabá la nueva barra de programas, mayormente basado en dichas negociaciones,surgió un grupo distinto de Programadores en Español y no solamente expresaron su oposición con dicha propuesta, sino que manifestarón haber sido excluidos de dichas negociaciones. Mas aún, manifestarón haber enviado programas pilotos a consideración que nunca fuerón escuchados.

Esta exclusión es parcialmente mi culpa al no haber sido lo suficientemente vigilante y asegúrame que todas las partes interesadas tuvieran los mismos derechos en el transcúrso del proceso.

Por lo tanto Nosotros, ( Gerencia) sentimos que la unica y mejor solución fuera continuar con la planeada expansion de la barra de programación, pero solamente darle cábida a un nuevo programa por el momento, ( un programa conducido por Gregorio Luke, que sentimos que era excépcionalmente fuerte) para darle a los posibles nuevos programas que injustamente no tuvierón, la oportúnidad de estar al aire antes de que decidamos cuales nuevos programas seran parte de la nueva barra de programación.

Por lo tanto, siento que le debo una disculpa a los nuevos prospectos Programadores en Español, quienes esperaban tener nuevos programas, pero ahora tendrán que esperar algún tiempo para saber si estarán en KPFK. Estos incluyen : Nuestra Salúd, Radio Sónica, Fuerza del Pueblo y Estado de Emergencia.

En el futuro planeamos establecer un panel de 5 o 9 personas que revisarán las actúales y futuras propuestas para la programación en Español ( lo que há sido mencionado en uno de mis recientes e-mails).

2. Como siempre, todos los programas en KPFK son temporales. Ningún programa que está en KPFK actúalmente es dueño de su tiempo al aire, Sin embargo he eliminado una cantidad minima de programas durante mi gestión aun durante dos etapas significantes de cambios en programación. Mi razón de no eliminar programas se basa en dos situaciones, por un lado, supongo que proximamente tendremos un Gerente General permanente en KPFK y es en el mejor interes de la estación y de la comunidad el ser incluyente y hacer que la cantidad de programas que han estado al aire recientemente, esten disponibles para ser evaluados por el nuevo GM, ( todo esto mientras he tratado agresivamente de hacer la programación mas atractiva para nuestros escuchas). Por otro lado, no hé tenido un medio para evaluar adecuadamente todos los programas, sin embargo con el LPAC tomando forma espero que ya no sea el caso.

Actualmente algunos aplicantes a puestos de LPAC estan revisando programas y los resultados han sido hasta el momento impresionantes, estas evaluaciones serán puestas a disposición de los programadores muy pronto.

En la auscencia de dichas evaluaciones ha sido dificil dar razones para eliminar programas. Esta barrera caerá pronto, un adecuado proceso de evaluación ha nacido, Si aun soy el PD interino durante los próximos 4 meses y trabajando bajo el GM interino, mas cambios invariablemente ocurrirán, y dado que estoy en contra de " eliminar " programas permanentemente, pondré programas en reserva, o si el programador acepta, moverlos a la Web, de esa manera continuaremos incorporando nuevas voces, y programas establecidos seguiran formando parte de KPFK y podrán se evaluados por parte de la nueva Gerencia.

3- Mi opinión general de la programación de KPFK continua siendo que aun hay espacio importante para mejorar. Siento que el Director de Programación tiene que organizar la programación en la manera que mejor sirva a la gente en el Sur de California, eso significa el ofrecer programación que sin ser menos radical séa mas atractiva que lo estamos ofreciendo actualmente. 112,000 watts de potencia que llegan solamente a 170,000 radioescúchas por semana en el area metropolitana de Los Angeles es inaceptable, aun si está por encima de hace un año atras. Creo realmente que la perspectiva de una izquierda humanista ( e igualmente rádical! ) como la que seguimos en la mayoria de la programación de Pacífica, debiera se atractiva para una gran mayoria de gente en el Sur de California.

Debemos ser reconocidos instantaneamente como el unico medio de comunicación para la comunidad, y por lo tanto indispensable en la vida de la gente. En mi opinión la mayor deficiencia en la estación es la falta de programación local y en particular noticias locales.

Necesitamos construir KPFK en una estación qué no solamente critique a la sociedad y de voz a los sin voz aqui en el Sur de California, sino que pongamos estrategias positivas que ayuden a transformar el Sur de California en una región donde la justicia social es la regla diaria.

4- Finalmente, durante las 2 ultimas semanas he recibido unos e-mails extremadamente viciosos. Normalmente podría absorber esta cantidad de abuso, pero a cierto punto, la idea de que gente que consistentemente se expresa de manera tan agresiva tome lugar en el Network llamado Pacífica es una broma cruel, que no se pierde en nuestros críticos. Lamentablemente, disciplina progresiva parece ser necesaria en este momento; con bastante reservas, tendré que tomar ese camino. En una nota mas positiva, esta experiencia sugiere que medidas para solucionar conflictos por medio de comunicación no violenta son requeridas. No se sorprendan si escuchan mis sugerencias de segmentos al aire sobre algunos de los grandes (y radicales) grupos que promueven y practican lo anterior aqui en el Sur de California.
