PURVIEWS OF COMMITTEES


Finance - To review and approve that station's budget and make quarterly reports to the Foundation's Board of Directors regarding the station's budget, actual income and expenditures.

Governance - To create and propose to the KPFK LSB rules, policies and guidelines that, in accordance with the Pacifica Foundation Bylaws and Mission, facilitate the functioning of the LSB. These duties include, but are not limited to, tasks assigned to it by the LSB and the following:
1. Monitor compliance of the LSB with its role and duties specified in the Bylaws;
2. Track the committee rosters and committee functioning;
3. Advise and assist the chair in compiling a proposed agenda for LSB meetings;
4. Track disposition of motions that are tabled, etc., and also ascertain and report on the status of the fulfillment of motions that have been approved by the LSB;
5. Provide an additional avenue for listeners to bring forth motions for consideration by the LSB or any LSB Committee.

Personnel Committee - has the following duties:
1. Assume responsibility for implementing the mandated annual reviews of the GM and PD and presenting its findings to the LSB for its consideration;
2. Monitor the progress of the LSB recommendations emanating from these reviews;
3. Work with management and the national HR director to assure that adequate training programs are put in place to comply with state and federal laws (eg sexual harassment training);
4. Work with management and the national HR director to develop procedures for dealing with complaints by unpaid staff related to their work environment and conditions.
5. Other personnel related functions as assigned by the LSB.

Outreach - responsible for the following activities:
1. Identifying methods for increasing station listenership, membership, and involvement with a special emphasis on reaching out to a diversity of all races, creeds, colors, languages, nationalities, classes, genders, sexual orientations, ages, and abilities; and
2. Help KPFK build collaborative relations with organizations, especially the underrepresented of the groups listed above, working for similar purposes; and
3. In conjunction with station management and the KPFK Volunteer Coordinator, identify a diverse pool of individuals and community groups to volunteer in the implementation and operation of various station events and activities; and
4. Work in concert with various other KPFK committees to do outreach around the Pacifica mission; and
5. Concerning outreach, report and recommend to the LSB as circumstances require.
Moreover, the KPFK LSB may assign additional activities and issues to which the committee shall respond and advise as requested.

Programming Oversight - To work with station management to ensure that station programming fulfills the purposes of the Foundation and is responsive to the diverse needs of the listeners (demographic) and communities (geographic) served by the station, and that station policies and procedures for making programming decisions and for program evaluation are working in a fair, collaborative and respectful manner to provide quality programming.
1. It is the responsibility of the PrOC to review the policies and procedures developed by the interim Program Council (iPC) or any subsequent, independent PC to assure that they are in conformity with the Pacifica Mission, diversity goals and FCC regulations.
2. As part of its obligation to assure that the station policies and procedures for making programming decisions and for program evaluation are working in a fair, collaborative and respectful manner, the PrOC should serve a kind of "ombuds" role to deal with differences between the Program Director and the iPC and/or to assure due process if/when there is an unresolved conflict between the Program Director and/or the iPC and a current or prospective programmer.
